US 13 @ Rifle Range Road Intersection Safety Improvements

Project Limits:

The proposed safety improvements for this project were studied to take place at the intersection of US 13 and Rifle Range Road, located in Bridgeville, Sussex County, Delaware.

Project Need

This project was identified by the 2013 Hazard Elimination Program study (Site A/L) due to a high number of crashes at the intersection. The intersection is unsignalized and angle crashes are occurring. From January 2009 through September 2014, 55 total crashes occurred at the intersection, including 28 angle crashes. The proposed improvements would close the existing unsignalized median crossover and convert the side street approaches to right-turns only.

Project Overview

This project proposed to close the unsignalized median crossover and convert the side streets to right-turns only. Motorists in the eastbound and westbound directions wanting to turn left onto or crossover US 13 would instead make a right-turn and then make a u-turn at the next median opening to the north or south of the study intersection. Motorists would also be able to utilize Tatman Farm Road to the east of US 13 and S. Main Street to the west of US 13 to access the signalized intersection of US 13 and SR 404. The closure of the median opening is anticipated to be done using tubular markers and pavement markings initially with permanent construction of concrete islands and removal of turn lanes to be done under a future Pavement and Rehabilitation project.

UPDATE: The Department completed an updated review of crash data to determine if the angle crash trend has continued beyond 2011. A review of crash data shows the number of angle crashes has declined since 2009 and 2010. The Hazard Elimination Program study showed 14 angle crashes occurring in 2009 and 10 in 2010. The data shows that the number of angle crashes has decreased to approximately 6 angle crashes per year from 2011 through 2014 and none occurring in 2015. Based on this information, DelDOT is not pursuing the intersection improvements further at this time and will monitor the location to determine if crash trends change in the future. Should crash trends change in the future, DelDOT will study the location again to determine what, if any, improvement should be implemented, up to an including intersection channelization, turn restrictions and/or signalization.
