Press Release -- April 11, 2005

Red Light Camera Night Installation April 11 to May 7

Newark -- Temporary lane closures will occur from 9 p.m.-6 a.m., April 11 to May 7 at the intersection of Kirkwood Highway/Route 2 and Limestone Road/Route 7 for the installation of a red light camera as part of the State's Electronic Red Light Safety Program. The installation is being done during off peak hours to minimize traffic delays.

In 2001, Senate Bill 262 legislated that 20 individual locations across the state could be equipped with cameras for the video enforcement of red light running violations. The specific locations included six cameras in Dover, two in the city of Newark, one each in Seaford and Elsmere, and 10 others in unincorporated areas of the state. The two in the city of Newark currently in operation are at the intersections of Elkton Road and Route 4/Christina Parkway and Route 896/South College Avenue and Route 4/Christina Parkway.

Under the program the fine for a violation is $75 and is sent to the registered owner of the vehicle. Unlike traditional violations cited by a police officer, the camera violations are considered a civil offense not a criminal one. Because of this, the violation and fine will not impact a motorist's insurance rate or accumulate points on their driving record.

The contractor for the ERLSP is Nestor Traffic Systems, Inc. They will maintain and operate the camera systems as they are placed, and revenues are split between the municipality/law enforcement agency and the contractor.
