Meeting was called to order at 8:00 a.m.

Bob King notified the group about the upcoming Blue Ball Public Workshop to be held at the Brandywine High School on Thursday night, November 17, 2005 from 4:00-7:00 pm. Bob also informed the group that the fourth version of the Blue Ball video will be completed and displayed at the workshop.

Bruce Kay provided the following construction update:

US 202 over SR 141 Bridge Structure

  • Concrete placement for the bridge decks and approach slabs is now complete.
  • Masonry work and placement of capstones is ongoing.

US 202 over East Park Drive

  • Concrete placement for the approach slabs is now complete.
  • Masonry work and placement of capstones is ongoing.

Ramp "G"/Weldin Ruins Wall

  • Placement of capstones is complete.

Ramp "A"/Barn Wall

  • REP's subcontractor began placement of the stucco finish.

Ronald McDonald House Privacy Wall

  • The full-scale mockup panels and capstones have been erected and approved by the Designers. Erection of the posts and panels is tentatively scheduled for the week of November 28th.

Roadway Items

  • Paving along Contract #2 has resumed and will continue through the weekend of December 2nd.
  • The traffic switch, which will move traffic from the temporary bypass road back to US 202, has been scheduled for the weekend of December 2nd. Tie-in work to complete the switch will begin Friday evening, December 2 nd and will continue through Monday morning, December 5th. There will most likely be significant traffic delays during the switch; therefore, motorists will be advised to avoid the area if possible.
  • The majority of the patterned concrete portion of the medians along the SR 141 Spur/US 202 interchange has been completed.
  • Erection of the overhead sign structures has been completed. The actual signs will be installed at a later date.
  • Landscaping throughout Contract #2 is ongoing and should be completed prior to the traffic switch (with the exception of some minor plantings along the south side of Connector "D").
  • Blasting and rock excavation along the SR 141 Spur is on-going.
  • The contractor anticipated starting work along the US 202 southbound lanes (in front of AstraZeneca) by mid-September; however, the existing Verizon and Level 3 Communication relocations in this area are still not complete.
  • The clearing of trees along Weldin Road has begun. This is part of Contract #3-East.

A follow-up question from the last meeting was raised and discussion was held about the upcoming detour routes because of the shutdown of Carruthers Lane and Weldin Road. One member mentioned that it will now take 15-20 minutes each way to maneuver around this detour. A storyboard will be on display during the public workshop and staff will explain the routes. Handouts depicting the detour will be handed out and included in the new newsletter, as well as being posted on the website. Construction will begin during the second week of December.

Discussion also included the purpose of the traffic "round-a-bouts" as compared to traffic circles.

Traffic calming along Augustine Cutoff was also discussed and the community will meet with Mark Tudor to discuss this.

A question was raised as to the parking fee by DNREC at the barn and other areas within the park and would there be a parking fee for scheduled events such as weddings. Bob to follow up with DNREC. (DNREC will have a parking fee and this fee will permit unlimited parking at all DNREC parking areas within the State for that day. There will be an admission/information control booth at the entrance to the Dairy Barn parking lot and other areas will be on an "honor" basis with park personnel patrolling. There will be no fee for parking for events such as weddings; this will be included within the rental fee).

A question was raised about having the entrance to the parking area off Weldin Road be located off Carruthers Lane which would be less traveled than Weldin Road. Bob said he would take the question back to Mark Tudor. (Due to the elevation of the terrain, the only location for the entrance to this lot would be off of Weldin Road.).

Being no further business, the meeting was adjourned at 9:20 am with combined November/December meeting scheduled for Thursday, December 8, 2005 at 8:00 am.
