Improvements are proposed for the two signalized Marsh Road intersections with Carr Road and the I-95 southbound ramps and the two unsignalized Carr Road intersections and the I-95 northbound ramps.
The interchange area currently experiences congestion during the morning and afternoon peak hours. As a result of the high number of congestion related accidents, the location has been identified for safety improvements in the Department's Highway Safety Improvement Program (HSIP). The project location also lacks pedestrian/bicycle connections.
The proposed improvements will address capacity, safety, and multi-modal needs at this location. The project will add two dedicated left-turn lanes from the I-95 NB off-ramp to Carr Road, and then again from Carr Road onto Marsh Road. On Marsh Road, the left turn lanes to and from the I-95 Ramps will be lengthened to provide more storage. A multi-use path is also proposed along Marsh Road to provide a multi-modal link for both bicyclists and pedestrians.

Signage was upgraded on both I-95 NB Ramps in September 2016 based on suggestions received at a public workshop. Larger stop signs and additional directional signs were installed on the I-95 NB off ramp to Carr Road. Larger stop signs were installed and existing signs were upgraded along Carr Road approaching the I-95 NB on-ramp.
