Welcome to the Delaware Department of Transportation's virtual workshop. The goals of the virtual workshop format are to make it easier for the public to view the project information and to reduce the costs involved in traditional public workshops. This is a workshop regarding the replacement of Design-Build Statewide Pipe Replacement Project (BR 2-066A on White Oak Road).

Bridge Photos Bridge 2-066A has been identified by DelDOT's bridge management system as being in need of repair. The bridge is located within the city limits of Dover in Kent County, Delaware.

The existing structure consists of four corrugated steel pipes with a length of approximately 55 feet. This includes two 48" diameter pipes on the outside edges of the waterway with two 66" diameter pipes installed in between them at a slightly lower elevation. A sacked riprap wall is at each face of the pipes. The bridge has a sufficiency rating of 69.7, exhibiting significant corrosion and some sectional separation.

Construction Plan DelDOT is proposing to replace the existing corrugated metal arch pipes with three 66-inch diameter circular reinforced concrete pipes that are 88 feet in length with R-4 riprap aprons installed at the culvert inlet and outlet openings. Pipe replacement will be performed under a full road closure with a posted detour. This work is estimated to take approximately 28 days to complete.

Bridge Plan, Section and Elevation: In keeping with the Department's mission that includes providing "a safe, efficient, and environmentally sensitive transportation network", the proposed design will limit any impact to the surrounding areas. The new bridge will utilize a clear-zone design approach which will enable the existing guardrail to be removed completely. The new structure is extended beyond the existing clear zone limits to provide a safe obstruction-free transition if a vehicle should leave the roadway. Overall, this will allow for shorter project limits since additional guardrail will not be required which minimizes overall impact to project limits.

[Maintenance of Traffic] Because of the nature of the work and DelDOT's commitment to public safety, a portion of the roadway will be closed for the duration of the project. Temporary closure of White Oak Road between East of Acorn Lane and west of Long Point Road shall be necessary during the duration of this contract. Right-of-Way Plan Although we strive to perform as much of our work within our existing right-of-way as possible, sometimes the nature of the work requires a larger area than what is provided, as is the case for this project.

Existing right-of-way is 50 feet on either side of the roadway centerline with additional localized 30 foot width DelDOT easements upstream and 35 foot width downstream of the existing bridge. Temporary easements shall be utilized at all 4 corners of the project to allow access for all proposed work to the bridge and drainage ditches. Additional permanent easements shall be acquired at both the upstream and downstream locations to provide future access for maintenance of the new stream stabilization. All areas disturbed within these limits shall be restored to their natural condition upon completion of the work.
