Design-Build Statewide Pipe Replacement Project (BR 3-627 on Sammons Road)

Comment submission has ended. Thank you.

Welcome to the Delaware Department of Transportation's virtual workshop. The goals of the virtual workshop format are to make it easier for the public to view the project information and to reduce the costs involved in traditional public workshops. This is a workshop regarding the replacement of Design-Build Statewide Pipe Replacement Project (BR 3-627 on Sammons Road).

Bridge Photos Bridge 3-627 has been identified by DelDOT's bridge management system as being in need of repair. The bridge is located approximately 3 miles southwest of the town of Ellendale in Sussex County, Delaware.

The existing structure consists of two 86" X 141" corrugated aluminum pipe arches with a length of approximately 65 feet. A sacked riprap wall is at each end of the culvert. Existing roadside ditches drain into openings in the top of the culvert pipes. The replacement of Bridge 3-627 has been proposed as part of a statewide culvert replacement contract to replace corroding corrugated metal pipes. The bridge has a sufficiency rating of 88.9, exhibiting some minor blistering and deterioration.

Construction Plan DelDOT is proposing to replace the existing corrugated aluminum arch pipes with two 90-inch circular reinforced concrete pipes that are 72 feet in length with sacked riprap headwalls installed at the culvert inlet and outlet openings. Pipe replacement will be performed under a full road closure with a posted detour. This work is estimated to take approximately 28 days to complete.

Bridge Plan, Section and Elevation: In keeping with the Department's mission that includes providing "a safe, efficient, and environmentally sensitive transportation network", the proposed design will limit any impact to the surrounding areas. The new bridge will utilize a clear-zone design approach which will enable the existing guardrail to be removed completely. The new structure is extended beyond the existing clear zone limits to provide a safe obstruction-free transition if a vehicle should leave the roadway. Overall, this will allow for shorter project limits since additional guardrail will not be required which minimizes overall impact to project limits.

[Maintenance of Traffic] Because of the nature of the work and DelDOT's commitment to public safety, a portion of the roadway will be closed for the duration of the project. Temporary closure of Sammons Road between East of Beaver Dam and West of Vfw Road shall be necessary during the duration of this contract. A detour route has been provided and can be found under [Detour Information] on this project's website.

Right-of-Way Plan Although we strive to perform as much of our work within our existing right-of-way as possible, sometimes the nature of the work requires a larger area than what is provided, as is the case for this project.

Existing right-of-way is 25 feet on either side of the roadway centerline. Temporary easements shall be utilized at all 4 corners of the project to allow access for all proposed work to the bridge and drainage ditches. Additional permanent easements shall be acquired at both the upstream and downstream locations to provide future access for maintenance of the new stream stabilization. All areas disturbed within these limits shall be restored to their natural condition upon completion of the work.

A real estate representative will contact any impacted property owners to review the Department's Real Estate process.
