United States Department of Transportation (USDOT) DBE regulations require all transportation agencies that receive DOT financial assistance to establish goals for the participation of DBEs. DelDOT is required to establish annual DBE goals, review all federal contracts, and establish contract-specific DBE subcontracting goals. The Delaware Office of Supplier Diversity program serves to support minority, women, veteran, and service disabled veteran owned business enterprises with access to opportunities in competing for the award of commodities, services, and construction contracts by State departments, agencies, authorities, school districts, and higher education institutions.
Program applies only to DelDOT contracts that are financially assisted by USDOT Program applies to state agencies.

DBE goals are assigned to each individual construction contract and consultant task to cumulatively achieve annual agency goal. State contracting does not contain goals or benchmarks for participation by Minority (MBE), Women (WBE), Veteran (VOBE), or Services Disabled Veterans (SDVOBE) firms. State contracting offers a level playing field of access to state contracting opportunities.
DelDOT is the sole DBE certifying entity in the State of Delaware. DBEs submitted to meet contract goals must be certified by DelDOT prior to bid date. There is a special application for Office of Supplier Diversity certification for companies who are certified by DelDOT as DBE. That application and a copy of the DelDOT DBE certification are required to be submitted to the Delaware Office of Supplier Diversity. In addition, the same special application can be used by companies certified by City of Wilmington Minority Business Enterprise Office (MBEO), Center for Veterans Enterprise (, National Minority Supplier Development Council (NMSDC), Women Business Enterprise National Council (WBENC), Pennsylvania Unified Certification Program (PAUCP), Maryland Department of Transportation (MDOT), and the Pennsylvania Department of General Services Bureau of Minority and Women Business Opportunities (BMWBO).
Applicant must prove social and economic disadvantage (personal net worth under $1.32 million, must meet small business size standards). Applicant must confirm social disadvantage. No personal net worth limit or business size restrictions exist for Minority (MBE), Women (WBE), Veteran (VOBE), or Services Disabled Veterans (SDVOBE) owned business enterprise firms.
Thorough review of applicants personal and business financial history, inspection of business site and or worksite is required. Tax info is requested. A business site review may be requested after review of the application.
Disadvantaged owner must possess requisite expertise and/or professional licenses to establish control of firm. Disadvantaged owner must verify that they own the business but may hire employees with requisite experience to control firm.
Typical application takes 3-6 months to process. Typical application takes 4-6 weeks to process.
