About the DelDOT Leadership Team, DelDOT Directors
Amy Anthony was appointed as Director of the Division of Motor Vehicles (DMV) and Toll Operations in July of 2023. She has a bachelor’s degree in organizational management with a minor in Human Resources, as well as a degree in the Associate of Arts, General Studies. Amy began her career at DMV in 2002 and quickly discovered her passion for serving the community. Over her 20 + year DMV career, she held many positions, but none more humbling than Director.
Anne Brown has dedicated 15 years to the Delaware Department of Transportation (DelDOT), where she has held multiple leadership roles. She served as Director of Maintenance & Operations for nearly six years, overseeing statewide transportation maintenance and operational improvements. Currently, Anne is the Director of Finance, where she leverages her expertise in operations, fiscal management, and organizational leadership to support DelDOT’s mission of delivering safe, reliable, and efficient transportation solutions.
A graduate of Wilmington University with an MBA, Anne brings a unique skill set that combines financial acumen, operational experience, and a strong commitment to public service. She and her family live in Magnolia, Delaware, where she is actively engaged in the community.
Lanie Clymer was appointed Deputy Secretary of the Delaware Department of Transportation in February 2025, after serving as Director of Finance since February 2017.
As Finance Director, Ms. Clymer has overseen the development and implementation of DelDOT’s Operating and Capital budgets, managing an annual budget of $1 billion. She has served as the Department’s key financial liaison with the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), ensuring the effective use of federal funding to advance critical transportation initiatives. Her leadership includes extensive experience in public procurement, innovative finance strategies, and the management of Delaware’s Transportation Trust Fund, which supports the state’s transportation infrastructure investments. She also directs the issuance of bonds to finance major capital projects, ensuring strong fiscal stewardship and long-term sustainability.
During her tenure, Ms. Clymer has advised executive leadership on accounting, financial planning, and strategy to align resources with the Department’s mission. She has developed expert knowledge of Federal DOT apportionments and appropriations for both FHWA and FTA, guiding these funds to meet state and federal objectives.
Ms. Clymer joined DelDOT in August 2007 and has more than 25 years of financial management experience in both the public and private sectors. She holds a Bachelor of Science in Accounting and a Master of Business Administration (MBA) from Wilmington University.
Stephanie Johnson is Director of Planning at the Delaware Department of Transportation, with over 30 years of experience in transportation planning, transportation resilience, and public finance. She has led statewide initiatives in infrastructure resilience, multimodal planning, and electric vehicle charging deployment. She holds a B.S. in Business Administration.
George T. Lees III, Deputy Attorney general with the Delaware Department of Justice, has served as counsel to DelDOT since 2020. He advises the secretary and the division directors on legal issues that impact the department’s operations. Prior to his current role, George was in private practice for over 21 years handling litigated matters and advising clients on contracting matters, insurance disputes and legal matters of all kinds. George and his family live on Maryland’s famed eastern shore.
Mark Luszcz was appointed DelDOT’s Chief Engineer in February 2025. He is responsible for delivering DelDOT’s annual capital program of nearly $600M and leading DelDOT’s Division of Transportation Solutions, including over 450 staff members. Other responsibilities include development and implementation of the Delaware Strategic Highway Safety Plan; asset management; property management; development of policies, manuals, guidelines and standards; digital delivery initiatives; financial management; workforce development; traffic studies; railroad coordination; sign fabrication; maintenance of traffic control devices; oversized/overweight vehicle permitting; special events; and management of the 24/7/365 Transportation Management Center.
Charles “C.R.” McLeod has served as Director of Community Relations for DelDOT since 2017. He leads external and internal communications for the department.
The Community Relations team works to inform residents about projects planned or taking place, resolve DelDOT-related issues, and promote safety for all modes of transportation. C.R. is a graduate of the University of Delaware and has worked in communications for 20 years. A lifelong Delawarean, C.R. and his family live in Wilmington.
Todd Reavis has served as Director of Technology and Innovation for DelDOT since 2018. He leads all Information Technology teams and initiatives for the agency. The Division of Technology and Innovation supports all divisions of DelDOT including Transportation Solutions, The Division of Motor Vehicles, Delaware Transit Corporation, and Maintenance and Operations, to name a few. Todd is a graduate of the University of North Carolina at Chapel Hill and has worked in information technology in a wide variety of disciplines for 25 years. Todd has lived in Delaware since 2007, with his family in Dover.
John Sisson has over 30 years of experience in the transit and transportation field. He holds a Bachelor of Mechanical Engineering degree from Villanova University and Master of Business Administration from Wilmington University. John’s career began in 1993 in the former Railroad Administration section of Delaware Transportation Authority (DTA). He has also worked in the Technology and Support Section of DelDOT and for an engineering firm in the private sector. As Chief Executive Officer of Delaware Transit Corporation (DTC), John has overseen the ongoing implementation of DTC's Transit Redesign Plan, including a new initiative, DART Reimagined - Reshaping DART Transit Services to Meet the Needs of Today…and Beyond, to rethink the way transit is delivered in Delaware. He has played a key role in the Corporation’s innovative service delivery such as the launch of DART Connect, Delaware’s on-demand microtransit service and the transition to a zero-emission fleet.
Focusing on the customer experience, John has led an effort to add and improve the transit infrastructure in Delaware. Efforts include new transit centers in Lewes and Wilmington, upgrades to all four commuter rails stations, real time displays at bus stops, expansion of bus lanes, and Wi-Fi on buses and at transit centers, and a simplified fare structure.
Pam Steinebach has served as DelDOT’s Director of Maintenance & Operations since April 2025. Over her 22-year career with the Department, she has held a variety of positions in Project Development, Planning, and Performance Management. A lifelong Delawarean, Pam earned her B.S. in Civil Engineering from the University of Delaware.
Carey Winkler has been with DelDOT’s Human Resources office since 2010 and has served as the Director of Human Resources since 2021. The HR team is the main point of contact for any employee-related issue. We strive to recruit and maintain a diverse and highly qualified workforce and are dedicated to the employees we serve. Carey is a lifelong Delawarean and a graduate of Wilmington University. She is committed to public service and has had the pleasure of serving the State of Delaware since 2000.
